Kathleen Adams chairs the Firm’s Practice Start-Up Division and works collaboratively with Ms. Gallagher to envision and create medical practices from the ground up. Kathleen founded MD Practice Partner in 2004. Today, as President, she continues to directly engage in shaping the strategic vision for the firm leading its growth, serving clients and maintaining a hands-on approach to daily operations. An industry thought leader and change agent for more than 25 years, Kathleen has led practices in a variety of healthcare specialties including cardiology, gastroenterology, and neurosurgery. For the past 13 years, she has worked almost exclusively with dermatology and plastic surgery practices, launching start-up locations and providing support and direction as practices grow. Kathleen’s ability to connect with both staff and leadership offers a unique opportunity during stressful times of change management during phases of growth or following merger and acquisitions.
Todd Gieger co-chairs the Firm’s Collections Division providing collections services for physicians. After graduating from Seton Hall University, he worked for GMAC to handle potential loss files. Three years later, he went to work with a commercial collections firm as a sales manager climbing the ranks until later being promoted to VP of Sales. Shortly thereafter, he started his own collections firm that later was acquired. He then consulted for several major collection law firms for 10 years prior to partnering with David E. Gray. Todd is nationally recognized amongst his peers for his outstanding work, achievements and is regularly invited to lecture locally and nationally. Most poignantly, as a licensed and bonded Private Investigator through the NJ State Police, Todd brings an enhanced dynamic to locating debtors and assets to pay debts before litigation is commenced.
David E. Gray co-chairs the Firm’s Collections Division providing top-notch financial services to ensure money is flowing back into medical practices.
David also represents businesses in connection with legal formation, operating agreements, contract disputes, union contracts, joint ventures, employment issues and buy/sale agreements with other publicly traded organizations. Corporate litigation, including complex tort and contract disputes, are a cornerstone of David’s practice.
David represents individuals in connection with personal injury, wrongful death, serious bodily injury, criminal defense, real estate, litigation and matrimonial actions. David also serves as a mediator for divorce and matrimonial cases and has been appointed as an Early Settlement Panelist by the court. He is certified by the Administrative Office of the Courts in mediation training.

William Melchior is the Firm’s Chief Operating Officer. He prides himself on creating and fostering long-term client relationships and goodwill. He interfaces regularly with clientele and manages all aspects of the Firm’s marketing presence and persona, including all publications and promotions.
Previously, Bill served as the Marketing Manager for a boutique healthcare law firm in Bridgewater, NJ, where he was responsible for managing all marketing efforts, under direct supervision from the Managing Partner. He was also responsible for client retention as well as client recruitment through a variety of channels. Bill supervised the complete design makeover of all ﬁrm marketing materials with assistance from the ﬁrm’s graphic designer and launched a robust social media effort via Facebook, Twitter, LinkedIn, and Google Plus. He served as the ﬁrm’s primary contact for medical societies throughout New Jersey and New York and managed the ﬁrm’s marketing presence at state, county, and specialty Society meetings/conventions.
Bill has served within Marketing Departments in different capacities for law ﬁrms of all different sizes in New Jersey as well as Washington, DC. He managed website content featuring attorney bios, recent headlines, news & events, and representative clients. He also has coordinated, from start to ﬁnish, practice group seminars and firm-wide “meet & greets” for business development.
In Washington, DC, Bill spearheaded a new print advertising campaign to focus on speciﬁc practice groups such as Employment & Labor and Creditors’ Rights. He collaborated with the Chief Operating Ofﬁcer on all aspects of marketing, communications, and public relations for the ﬁrm. He edited and managed the distribution of Commercial Lending and Land Use & Zoning practice group newsletters, which were disseminated to current and prospective clients. In addition, Bill served as the ﬁrm’s point person for all media inquiries and advertising opportunities including The Washingon Post.
Bill also has extensive experience working within the professional sports industry at a regional sports television network (CSN-Mid-Atlantic), Major League Baseball, and also working with the Baltimore Orioles as well as the Cleveland Indians.
Ray Posa and Ms. Gallagher co-chair the Firm’s HIPAA Compliance Division offering clientele all aspects of Federally and State-required HIPAA compliance services including privacy and security manuals, IT assessments, risk analyses, forms, training, breach and disclosure intervention, lecturing, and prospective interfacing on compliance issues. Ray is the President and Founder of The Manta Group, a HIPAA and Technology consulting firm based in Farmingdale, NJ. After receiving a BS in Airport Management and a MBA in Information Systems, Ray spent several years as a database programmer and project manager for several military projects. It was this background that helped hone a unique skill set of analyzing the operations of small companies and medical practices and applying appropriate technological solutions.
Professionalism, dedication, and attention to detail are some of the traits that have made Ray a preeminent leader in his field. He establishes long-term relationships the Firm’s clients and helps them evolve as the technologies evolve. With an extensive background in computer security from the military, Ray has emerged as a HIPAA expert and educates medical practices as to how to leverage the requirements of HIPAA into improved office efficiency and security.
Ray and Ms. Gallagher are frequently invited before large groups of physicians and medical practices to offer regulatorily-mandated HIPAA annual training in addition to the regulatorily-mandated OSHA training that Ms. Gallagher presents.

Bonny G. Rafel chairs the Firm’s Disability Division, providing ground-level advisory services, guidance and court-advocacy to medical groups and/or on behalf of disabled practitioners.
Bonny and her staff are known for their experience, knowledge of the complex disability laws, compassion, and tireless advocacy for their clients. With her talented team of nurses and paralegals, Bonny manages every detail of each case and guides the Firm’s clients through the process to obtain the disability benefits they deserve. She regularly meets with clients to review their policies and to track their medical conditions and occupational demands to strategize the best method of optimizing the claims under the group and individual contracts. She appeals the wrongful denial of benefits both at the administrative appeal level and in litigation.
Bonny’s efforts have ensured many favorable resolutions for the Firm’s physician clientele.

Rami Salim serves as Counsel to the Firm and works side-by-side with Ms. Gallagher on a vast array of client matters ranging from State Board administrative actions, litigation, fee negotiations & arbitrations, mediations, fair hearings, Medical/Dental Staff services, Medical Society advocacy, audits & appeals, online reputational matters, employment services & disputes, credentialing actions, real estate transactions, landlord-tenant actions, practice sales, immigration, and matrimonial actions. Ms. Gallagher and Rami also work very closely to assist medical practices, surgicenters, and healthcare facilities go in-network with the major commercial carriers. Rami has dedicated much of his time volunteering with such organizations as Volunteer Lawyers for Justice, the Special Olympics, Habitat for Humanity, and St. George Little Falls Society of Orthodox Youth Organizations. Rami graduated from Suffolk University Law School with a Juris Doctorate degree and earned his Bachelor’s Degree in Political Science from Seton Hall University.

As co-chair of the Firm’s Litigation, Transactional, and ERISA Divisions, Karen Wachs practices as both a healthcare and commercial litigator and transactional attorney. A dynamic ‘transactional litigator’, Karen provides multi-faceted representation to medical practices and practitioners in practice areas including healthcare, employment, ERISA, commercial real estate, and corporate and business matters. Karen works hand-in-hand with Ms. Gallagher and is involved in all aspects of litigation including litigation strategy concerning insurance, compliance, employment and contract issues. Karen also facilitates the purchase and sale of medical practices and commercial real estate, review of employment/contractor agreements, formation of new practices, separation from practices, and business structuring.
Karen serves on the Board of New Jersey Women Lawyers Association as co-director of the solo/small firm committtee, as well as delegate to the NJ State Bar Association General Council. She also is a member of the NJ State Bar Association’s business law, healthcare and solo-small firm sections.
Karen received her law degree from George Washington University. She received her undergraduate degree from University of Maryland, College Park.
